Developer buys Milwaukee apartments to convert to affordable housing

Leo's notes: Wisconsin needs more income-restricted housing, but preservation strategies should also consider the full housing continuum: affordability gains are strongest when chocies are expanded without inadvertently squeezing the moderate-income households. They inherently also struggle to find housing options.
